Bubbling paint on ceiling

There are a few bubbles forming under the paint on my bathroom ceiling. Could this be due to moisture or poor ventilation?

Bubbling paint is usually caused by trapped moisture. Improving ventilation and using a moisture-resistant paint will help. If the plaster underneath is sound, it just needs scraping back and repainting.
