Radiator cold at the bottom

One of my radiators heats up at the top but stays cold at the bottom. I've bled it but it hasn't helped. What else could be causing this?

If it's hot at the top and cold at the bottom, that's usually sludge buildup. A system flush or cleaning that radiator will sort it. Bleeding only removes air, not sludge.
